Both these Tags control the minimum offset of the first baseline of a text box. The Quark-
XPress text box dialogue shows a pull down menu with three options:
*h0*H1
Cap Height
*h1*H1
Cap and Accent
*h0*H0
Ascent
Both these Tags are only used together and in the above three combinations.
